Tracking says delivered but the package is not there: the seller playbook
What to tell a customer when tracking shows delivered and nothing arrived, how long to wait before escalating with USPS, UPS and FedEx, how to pull the GPS delivery scan, and when to reship, refund or file a claim.

When tracking says delivered and the customer says it is not there, reply the same day, ask them to check the usual spots and wait one business day, then escalate with the carrier. Most of these packages turn up within 24 hours. For the ones that do not, decide fast on a reship or refund, and file the carrier claim on your own timeline. The customer should never wait on the claim.
Why a package scans delivered before it arrives

A delivered scan is a human event, not a camera on the porch. Drivers scan at the truck before walking the stop. Some handheld scanners auto-complete the stop once the driver is inside a GPS geofence around the address. A package left with a neighbor, a doorman, a mailroom or a parcel locker also gets a plain "delivered" scan. USPS says that if a package shows delivered and you cannot find it, check the mailbox, porch, garage, building management and any parcel locker, and give it one postal business day before you escalate (USPS tracking status help). Pirate Ship says the same about UPS and USPS: the error is usually fixed by delivery the next business day (Pirate Ship).
The first reply to the customer
Answer within the hour. Say what you see on the tracking, list the places to check, give the wait window, and say what happens next. Here is the template we use.
- Subject: Your order shows delivered. Here is what we are doing.
- Hi [first name], tracking shows your package was scanned delivered today at [time] by [carrier]. Carriers sometimes scan a stop before the package is actually dropped, so it often appears within a day.
- Can you check the mailbox, side door, garage, a parcel locker if your building has one, and with neighbors or the front desk?
- If it is not there by [tomorrow's date], reply to this email. We will pull the delivery scan location from the carrier and get a replacement moving. You will not have to wait on a carrier claim.
- [Your name], [brand]
Two things matter here. You named a date. You took the claim off their plate.
The wait window by carrier
USPS asks for one postal business day after the delivered scan. After that, submit a service request to the local Post Office through the usps.com email form (USPS). A Missing Mail search can be opened starting 7 days from the mailing date (USPS Find Missing Mail). Insured claims for a lost Priority Mail or Ground Advantage package can be filed from 15 days after mailing and no later than 60 days (USPS claims).
UPS wants claims started within 60 days of the scheduled delivery. Account holders file from the claims dashboard. Recipients and third parties can file as guests. A package the recipient asked to have released without a signature is not eligible for a lost claim (UPS file a claim).
FedEx tells recipients to check picture proof of delivery first. If it is not there, open the tracking page, choose Manage Delivery, then Report Missing Package. FedEx sends a case number (FedEx FAQ). Claims for a lost US package can be filed up to nine months from the ship date. Claims for damaged or missing contents close at 60 calendar days (FedEx claims).
How to pull the GPS delivery scan
USPS scanners record a GPS point when the delivered scan fires. Call the delivery Post Office for the destination ZIP, give the tracking number, and ask where the scan happened. Pirate Ship reports the location is accurate to a few feet (Pirate Ship). If the point is two doors down, the customer knows where to knock. Ask for the delivery unit, not the 1-800 line. The clerk at the unit can see the scan. The call center usually cannot.
UPS and FedEx attach a photo to many residential deliveries. Ask the customer for a screenshot from the tracking page. A photo of a door that is not theirs ends the search fast.
Refund or reship vs file a claim
Treat these as two separate decisions. One is about keeping the customer. The other is about recovering cost. Our rule:
- Order value under the included coverage ($100 on USPS Ground Advantage and Priority Mail, $100 without a declared value on UPS and FedEx): reship on day 2 if the customer still has nothing. File the claim in parallel and let it run.
- Order value above the included coverage and no added insurance: still resolve the customer on day 2 or 3. Reship if margin allows. Refund if it does not. Then file the claim for the covered amount.
- Pattern of claims at one address or from one customer: hold the second reship until the GPS scan or photo comes back. Keep the tone neutral. Most people are honest.
- USPS packages: a Missing Mail search on day 7 does recover items. It is worth filing even after you have reshipped.
- Peak season: carriers run late in December. Our BFCM 2026 ops checklist covers how to brief the support team ahead of time.

Included coverage is a floor, not a plan. USPS Ground Advantage and Priority Mail include up to $100 of insurance (USPS insurance). FedEx includes the first $100 of value in the rate as its standard limit of liability (FedEx declared value). UPS covers $100 without a declared value (ShippingEasy on UPS declared value). Above that, declare value on the label or carry third-party coverage. On our rate shopping flow, declared value is set per order so the high-ticket SKUs get covered and the $20 orders do not pay for it.
How photo proof of delivery changes the ticket
A delivered scan is a claim. A photo is evidence. When our own drivers deliver in the five boroughs, every stop gets a photo of the package at the door, and the customer sees it on the tracking page. New Jersey and Westchester run next day on the same routes. The "where is my package" ticket turns into "here is your package, by the planter on the left." For orders that go out on USPS, UPS or FedEx, our platform shows the same tracking the customer sees, so support can answer from one screen instead of six tabs.
Write the dates into your help desk macros once. Then every agent gives the same answer. If you want our team handling the ticket and the claim, start on fulfillment or see the pricing page.
